E. Nicholl Marshall Achieves Excellence at New Hampshire Department of State

As a distinguished statistician and expert in birth registration coordination, E. Nicholl Marshall has spent 12 years working with the New Hampshire Department of State. In his role, Marshall is responsible for ensuring timely filings of new births, providing reports on birth and death data, and managing several contracts between New Hampshire Vital Records and the federal government. His expertise as a birth registration coordinator has helped to ensure the maintenance of accurate and up-to-date vital records. 

Background and Career Journey

Foundational to Marshall’s success has been his academic achievements. His educational background includes a Bachelor of Science in mathematics and a Master of Science in operations research and statistics from Rensselaer Polytechnic Institute. He also holds a second Master of Science in finance from Southern New Hampshire University. In addition, Marshall has an Associate in Risk Management certification from the Insurance Institute of America.

In 1994, Marshall began working as an intern in the financial analyst department at the Accrediting Commission of Career Schools and Colleges, which marked the start of his professional journey. The following year, he interned in the actuarial department at Blue Cross Blue Shield of Rhode Island. In 1996, began working at Citizens Financial Group Inc. as a bank card analyst, a position that helped him hone his analytical skills. 

Other previous professional experiences of Marshall include his time at Milliman & Robertson, where he worked as an actuarial analyst from 1997 to 2001 and further strengthened his proficiency in statistical analysis and risk assessment. He transitioned to RiverStone Resources LLC in 2001, serving as a credit analyst and financial analyst for a decade. In this role, he evaluated financial risks and provided strategic insights to support the company’s financial stability. Since 2011, he has worked for the New Hampshire Department of State as a statistician. 

Community Contributions

Outside of his day-to-day professional responsibilities, Marshall has made significant contributions to his community. He has served as the treasurer for Habitat for Humanity and his local church, highlighting his commitment to public service. Beyond his role as treasurer, his two decades of dedication to his church are evident through his service in other positions, including several years as secretary and his ongoing involvement with the music committee. He received a ministry award from his church in 2023.

Marshall also makes contributions to his community in his role as an election official in Manchester, New Hampshire, where he has served as a moderator for more than 10 years. In this role, he has been recognized as a top election official. Additionally, he is active in the American Legion as a veteran of the U.S. Coast Guard, the New Hampshire Historical Society, the Rhode Island Historical Society, American Mensa, and the Manchester Historic Association.

Personal Passions and the Future

Beyond his professional life, Marshall enjoys running, skiing, playing the piano, and collecting coins. He also has an interest in history and vexillology. He credits his success to his dedication, strong work ethic, accountability, and his father’s influence. He encourages others to not be discouraged by bad days and to make the most of what they’ve been given. Looking ahead, he aims to advance within the New Hampshire Department of State.
