It is said the wheels of justice turn slowly but grind exceedingly fine. The process is not always swift for victims seeking justice through the legal system. However, a court victory often provides a measure of solace.

Ann Cabell Baskervill, JD, served as the Commonwealth’s Attorney for Dinwiddie County, Virginia, for nearly a decade. Her unyielding commitment to justice has led to life-changing court cases that reflect her steadfast belief in the power of the law to effect meaningful change.

A Call to Public Service

From her earliest days, Baskervill demonstrated a love of learning and an aptitude for leadership. She parlayed these attributes into graduating summa cum laude from Washington and Lee University with a degree in public policy and later earning a JD from the University of Virginia School of Law in 2005.

Baskervill’s dedication to public service was evident even then. During law school, she earned multiple Pro Bono Service Awards. Today, she is pursuing a master’s degree in international governance and diplomacy at Sciences Po, the Paris School of International Affairs in France.

Defining Moments in a Distinguished Career

Baskervill’s career is marked by milestones that resonate far beyond the courtroom. Early in her career, she honed her skills as an assistant Commonwealth’s Attorney in Richmond, Virginia, where she tackled cases involving gang activity and narcotics.

One of Baskervill’s defining moments came in 2009 when a historic jury verdict in Commonwealth v. Edward Baker earned her the moniker “Heroin Heroine” from Style Weekly Magazine.

In 2016, Baskerville successfully prosecuted Commonwealth v. Brown, securing a conviction for the murder of Virginia State Trooper Junius Walker. In 2023, she demonstrated extraordinary resolve by filing homicide charges against law enforcement officers for the death of Irvo Otieno. This pivotal case was a catalyst for legislative change regarding the treatment of individuals with mental illness in public custody. Remarkably, Baskervill pursued these charges without prosecutorial support staff, which garnered widespread commendation for her tenacity.

Justice with a Human Touch

Although she prosecuted tough cases, Baskervill did not lose sight of the human side of justice. She did not merely enforce the law; she brought the values of fairness, accountability and empathy to each case.

Baskervill’s commitment to these ideals is evident in her role in establishing the Dinwiddie County Multi-Disciplinary Team for Child Sexual Assault and Abuse and the Sexual Assault Response Team. These initiatives are designed to protect the most vulnerable members of the community.

Inspiration and Recognitions

Baskervill has had a lifelong passion for public service. She credits her parents’ influence, who also work in the criminal justice system. Additionally, her unwavering faith and insatiable curiosity fuel her drive to succeed.

These qualities have propelled Baskervill through a career that garnered recognition from major media outlets such as The Washington Post and The New York Times. In 2024, she was honored among USA Today’s Women of the Year. The accolades affirm her impact on the legal industry.

A Force for Change

Baskervill has big dreams of becoming a global prosecutor. After completing her studies in Paris, she aspires to work in Congress or assume an executive role. Ultimately, she seeks to promote nonviolence, generosity and productivity.

Through her work, Baskervill demonstrates that justice, when pursued with integrity and compassion, can be a force for profound change.
